According to the guidance of the Ministry of Health, people with smartphones need to install and use medical declaration applications to make electronic medical declarations and generate QR Codes. When going to a public place, crowded with people must install Bluezone proximity detection application and turn on Bluetooth mode.

Persons subject to medical isolation or post-isolation medical supervision who have smartphones must install the VHD medical declaration application and the close contact detection application.

People also need to use the printed or saved QR Code on their phone to make medical declarations and take responsibility for the information they declare. When going to places that need to make a medical declaration, people can use their phones to scan the QR Code at that point.

The Ministry of Health also proposed the People’s Committees of provinces and centrally-run cities to direct and organize to strictly implement the installation and use of medical declaration and close contact detection applications, and sanction cases with smartphones. but do not install and use the application according to regulations on the basis of the COVID-19 epidemic situation and actual local conditions. At the same time, decide the area and location where there is a COVD-19 outbreak on the basis of the advice of the Department of Health to strictly apply appropriate anti-epidemic measures without applying instructions.
