Answering questions of the DPs about the status of “bad” and “bad” information and content with a large number of readers, forming public opinion streams that adversely affect social life, the Minister of Information and Communications said. This is a global story when many countries around the world also have to face.

Minister Nguyen Manh Hung said three main views on the handling of malicious information on social networks. In particular, the first factor is the legal corridor. We now have cybersecurity laws but all countries have their own laws to handle spam and fake news. Evidence Singapore has a law about handling fake news with strict sanctions and deterrence. The messenger can be fined millions of dollars, can go to jail. The head of the social network unleashed fake news was also handled.

Therefore, Vietnam will also issue laws on this issue. Currently, the Prime Minister has assigned the Ministry of Public Security to take the lead and the Ministry of Information and Communications to closely coordinate to soon have legal provisions on the handling of fake news.

The second issue is dealing with cross-border platform companies such as Google and Facebook. According to Minister Nguyen Manh Hung, we encounter the issue of digital news mainly on foreign social networking platforms. The Ministry of Information and Communications has had a dedicated working group, along with tax authorities, police and banks, working regularly with major platforms such as Google and Facebook monthly to request these companies to comply with the laws of Vietnam. . There are important requirements for finding out the identity of accounts on social networks to prevent some people from thinking that they cannot identify themselves, so there is a lack of responsibility for posting information on social networks. festival.

These platforms must also have automated tools so that malicious information that has been defined must be automatically removed. Also cooperate with state management agencies to remove such information.

Facebook, Google … must abide by the laws of Vietnam

Answering the question of the MPH on law enforcement issues for foreign companies and social networking platforms, the Minister of Information and Communications said that we now have enough legal basis (with the Law on Cyber Security). and have worked to require these businesses to comply with the law.

The Minister of Information and Communications said that there are currently about 50 million Facebook users in Vietnam for many purposes and the need to comply with the laws of Vietnam must be taken step by step. In 2019, unified levels were reached on measures and situations for social networks. “Companies that come to Vietnam to do business must pay taxes and comply with the law, these are two basic things,” said Minister Nguyen Manh Hung.

Recently, cross-border social networking platforms such as Google and Facebook have begun to strictly abide by the laws of Vietnam. According to Minister Nguyen Manh Hung, the compliance rate of Google and Facebook with the requirements of regulators has increased to 80-90%, such as Google blocking, removing gambling games. 2 days ago, Facebook also announced to block political ads for 21 pages against the Vietnamese State, including those that the Government has declared terrorism.

Raise awareness of social network users

In addition to the measures to prevent and manage the sources of information spread on social networks that the Ministry of Information and Communications has implemented in recent years, the Minister of Information and Communications Nguyen Manh Hung said that raising the awareness of users on social networks must be considered a radical measure.

According to the minister, there are now millions of cyber news, anyone can put information on cyberspace. Each individual must have life skills on cyberspace. If we have the skills to distinguish good from bad, then naturally evil has no chance of exist.

“We recommend working with the Ministry of Education and Training to bring digital skills education into high school from the school level,” the minister said.
