The chip-mounted CCCD must be refreshed in the following cases

Articles 21 and 23 of the Law on Citizenship Identity 2014 stipulate the cases in which a user of a CCCD with a chip must change or apply for a new CCCD card with a new chip:

– When the citizen is full 25 years old, full 40 years old and full 60 years old.

– The card is damaged and cannot be used.

The fact that the CCCD card has a chip with a blurred or scratched QR code, which means that the card is damaged and cannot be used. When performing administrative procedures, the competent authority extracts information through QR codes, so if the QR code cannot be scanned, it cannot be used further.

– Change information about last name, middle name, first name.

– Change the identity.

– Re-determine gender, hometown.

– There is an error in the information on the citizen ID card.

– Lost Citizen ID card.

– To regain Vietnamese nationality according to the provisions of the Law on Vietnamese nationality

If you do not change the CCCD with the chip in the above case, you will be fined

For violations of regulations on issuance, management and use of people’s identity cards, people’s identity cards or citizen identification cards, in Clause 1, Article 10 of Decree 144/2021/ND-CP stipulates:

– A warning or a fine of between VND 300,000 and 500,000 shall be imposed for one of the following acts:

+ Failing to present the people’s identity card, people’s identity card, citizen identification card or certificate of identity card number at the request of a competent person for inspection.

+ Failure to comply with the provisions of law on issuance, exchange and re-issue of citizen identification cards.

+ Failing to return the people’s identity card, people’s identity card or citizen identification card to the competent authority upon the termination, deprivation of nationality, or cancellation of the decision on granting Vietnamese nationality; failing to return the people’s identity card, people’s identity card or citizen identification card to the custody or temporary detention order enforcement agency, the prison sentence enforcement agency, or the agency implementing the decision to send to reformatory , compulsory education establishments, compulsory detoxification establishments.

Thus, the act of keeping the chip-mounted CCCD unchanged in the above case may be subject to a warning or a fine of from VND 300,000 to VND 500,000.
