What is an eID account?

An electronic identity account contains electronic identity information, which is a collection of usernames, passwords or other forms of authentication created by an electronic identity and authentication management agency (currently the Ministry of Finance). Police).

Electronic ID accounts have two levels:

– Level 1 includes personal information and portrait photos. People are allowed to use some basic features such as epidemic prevention (health declaration, vaccination information), online public service processing (stay notification, registration of permanent residence, temporary residence, declaration of temporarily absent).

– Level 2 has more information about fingerprints. With an e-ID account at level 2, people can use all the provided utilities such as integrating documents (driving license (GPLX), vehicle registration, health insurance (health insurance). )), pay a variety of electronic bills (electricity, water, social insurance, health insurance, money transfer).

All individuals aged 14 years or older are allowed to register for an electronic identity account. Persons who are under 14 years old must register under the electronic identity account of their father, mother or guardian.

Information to be declared when registering includes: Personal identification number, passport number or valid international travel document (for foreigners), full name, date, month, year of birth, gender , nationality (for foreigners), phone number, email.

All citizens are free of charge for electronic identification registration. The ID account will have the same term as that of the chip-in CCCD.

What documents can an electronic identity account replace?

Currently, the Ministry of Public Security is coordinating with relevant ministries and agencies to step by step integrate all kinds of papers into electronic identity accounts. Some types of documents are integrated into an electronic identity account such as:

CCCD with chip: An electronic identification account can be used instead of a CCCD card with a chip, which can be used by authorities and citizens when performing many administrative procedures without presenting CCCD.

Health insurance card (HI): Replace the physical health insurance card. The displayed information of the health insurance card on the VNeID application (identifying citizens in the digital environment) is authenticated and retrieved from the Vietnam health insurance database, which will serve authorities and citizens to use. when providing medical examination and treatment and paying for insurance without presenting a traditional health insurance card.

Vehicle registration information, driver’s license (GPLX): The information displayed on the vehicle registration class and vehicle registration on VNeID is linked and authenticated with the transportation database. Therefore, people and authorities can use it when carrying out procedures related to inspection, control and handling of road traffic violations.

Information about dependents, guardians, declaration of stay anytime, anywhere, no need to contact the police

In addition, VNeID provides an additional official channel for people to report crimes to the police in a secure and safe way without revealing information.

According to the Ministry of Public Security, electronic identification data is not stored on mobile devices that have the VNeID application installed, making it difficult for hackers to access the device to steal information. Only when people register to access, the data is displayed on the application.

When functional officials request to check personal information and documents, people must give permission (grant inspection rights) before the official can view the information. Third parties (banks, e-wallets, healthcare, insurance, public service systems) who want to use data must obtain the consent of the account holder.
