In case you have to make a CCCD chip card

Chip-mounted CCCD is a newly issued document to prove the identity of citizens. According to Article 19 of the CCCD Law, Vietnamese citizens from full 14 years old are granted CCCD cards.

After having ID card, CCCD barcode, citizens are required to change CCCD card with a new chip if it falls into the cases specified in Article 23 of the Law on CCCD and Article 5 of Decree 05/1999/ND-CP as follows:

– CCCD users when they are full 25 years old, full 40 years old and full 60 years old;

– After 15 years from the date of issuance of ID card;

– The CCCD/ID card in use is damaged and cannot be used;

– Citizens change information about surname, middle name, first name;

– Citizens change their identity;

– Citizens re-determine their gender and hometown;

– There is an error in the information on the old CCCD/ID card;

– Lost old CCCD/ID card;

– CCCD users are allowed to return to Vietnamese nationality according to the provisions of the Law on Vietnamese nationality;

– ID card users change the place of permanent residence registration outside the province or centrally-run city.

In addition to the above mandatory cases, the Ministry of Public Security encourages people to make CCCD cards with chips because this card has many outstanding advantages:

– Store a lot of personal information such as: Full name, date of birth, hometown, permanent address, temporary residence, fingerprint, retina, image, identification characteristics …

– Information is highly confidential, only individuals and agencies equipped with a dedicated chip reader can extract information.

– Good durability, very difficult to fake

– Integrate and replace many important documents such as health insurance cards, driver’s licenses, vaccination certificates, civil service cards, official cards….

The use of CCCD by people will help State agencies manage population data more consistently and effectively. Therefore, the State has implemented many policies such as issuing mobile ID cards, reducing card issuance fees, etc. to encourage people throughout the country to install chip-based CCCDs.

In addition, in some special cases, people, even though they have CCCD with chips, are still fined for not complying with the provisions of the law.

If you already have a CCCD with a chip, you will still be fined from 4-6 million

CCCD is a type of paper used in most transactions and administrative procedures. Therefore, the use of CCCD also needs to comply with the provisions of law.

Pursuant to the provisions of Article 10 of Decree 144/2021/ND-CP, a person who already has a CCCD with a chip will still be fined from 4-6 million VND in one of the following cases:

– Fake CCCD.

– Use fake CCCD.

– Mortgage, pledge, mortgage pledge CCCD.

– Buy, sell, rent, lease CCCD.

– Borrowing or lending CCCD to commit illegal acts.
