Responding to the press, Deputy Director of the Department of Telecommunication, Ministry of Information and Communications (TTT-TT) Nguyen Phong Nha said that based on the subscriber database of mobile networks, compared with the People’s Database. The national population database of the Ministry of Public Security will have about 3.85 million subscribers. The information will have to be standardized again because the identity card number does not match the national population database.

According to Mr. Nha, as of the morning of March 31, there were 1.99 million subscribers to standardize personal information according to regulations. Thus, there are still 1.86 million subscribers who have not standardized their personal information.

While according to the Department of Telecommunications, every day about 100,000 subscribers re-register personal information. Thus, if nothing unexpected happens by the end of 0:00 on April 1, about 1.76 million mobile subscribers will be locked out of one-way services in accordance with the law.

Previously, Deputy Minister of Information and Communications Pham Duc Long affirmed that March 31 is the last deadline for customers to standardize information, if after this point customers have not standardized, their subscribers will be blocked.

The Ministry of Information and Communications requires network operators to seriously implement this issue. If the implementation deadline is delayed, many subscribers will delay in standardizing subscriber information when receiving notifications from the network operator.

Therefore, the Ministry of Information and Communications is determined to strictly implement the subscription lockout period after March 31, then the carriers continue to standardize personal information for locked subscribers.

A representative of a network operator said that there are groups of customers who are suspected of being a junk SIM (because the account is 0 dong and the subscriber is inactive) even though they have received the message but have not re-registered their personal information. The remaining subscribers who have received messages from the network operator have actively standardized subscriber information according to regulations.

“It is likely that the junk SIMs will account for a relatively large number of the total 1.86 million subscribers who have not yet re-registered personal information, so agents will not re-register again,” a representative of a network operator said.

By noon on March 31, VinaPhophone announced that this network operator had locked outbound calls for subscribers who did not standardize their information. Thus, VinaPhone is the first operator to apply this policy to subscribers who have not standardized information.

As of March 31, 2023, more than 500,000 VinaPhone subscribers have standardized information according to notices and instructions. However, there are still many customers who have not yet standardized according to regulations.

VinaPhone’s representative said that in accordance with the law, VinaPhone has officially locked the way of outgoing calls for all subscribers who have not yet standardized their information on March 31, 2023 and will continue to block them. one-way at different times (after March 31, 2023), for some other customers who need to re-normalize subscriber information/verify the owner.

After one-way blocking, the subscriber number will continue to be two-way blocked for the next 15 days and will be revoked after 30 days from the time of two-way blocking.

When one-way communication is blocked, mobile users can continue to standardize subscriber information on the carrier’s website or application to reopen communication.

In the case of two-way communication, users need to go to the transaction points of the network operator nationwide for assistance in standardizing subscriber information.

According to VinaPhone, after 30 days from the time of two-way locking, subscriber numbers that have not yet standardized information will be recovered by this network operator in accordance with the law.
