Spending 130 billion to implement the project ‘Urban bicycle’ in Hanoi

Six central districts have been selected to deploy public bicycles in phase 1, including: Ba Dinh, Tay Ho, Hoan Kiem, Dong Da, Hai Ba Trung, and Thanh Xuan.

Mr. Dan said, on January 9, the company started construction of the first public bicycle station at 12 Dao Tan, Cong Vi ward, Ba Dinh district; on January 12, public bicycles of the project plan to be transported to Hanoi; from January 12-20, the company’s staff installs and connects at operating stations; From January 20, 2023 at the completed operating stations, the company will arrange vehicles for customers to access and experience. “In the first time, each customer coming to the operating points is guided to install the application to register, use and receive 1 hour of free public bicycle riding by the company,” Mr. Dan said.

The project “Urban bicycle” was built by the investor and submitted to the Hanoi People’s Committee by the Department of Transport from the beginning of 2021. After revisions and additions, the plan to deploy urban bicycles in Hanoi is now planned. divided into 2 phases, of which phase 1 (implemented in 1 year). At this stage, the project implementing unit will invest 1,000 bicycles, including 500 mechanical bicycles and 500 electric bicycles. Total investment for this phase is about 30 billion VND. To implement the project, the Department of Transport and the implementing agency have surveyed 85 locations to arrange public bicycles to serve people. These locations are located in 6 central districts, including: Ba Dinh, Tay Ho, Hoan Kiem, Dong Da, Hai Ba Trung, and Thanh Xuan. In addition, the unit is also surveying and arranging more public bicycle service points along the Cat Linh – Ha Dong urban railway line.

The ticket price after the trial period offered by the investor for each 30-minute turn is 5,000 VND for mechanical bicycles (self-cycling) and 10,000 VND for electric bicycles; People who rent a car all day will pay the price of 60,000 VND for bicycles and 120,000 VND for electric bicycles. The operator also sells tickets by month, quarter and year; priority payment system through banking applications, e-wallets.

Phase 2, the project expands the service area: focuses on developing and expanding the service area to the central districts and surrounding areas. At this stage, the implementing unit continues to coordinate with the Department of Transport and relevant districts to survey and arrange 350 new places to serve public bicycles. The total number of public bicycles that need to be purchased at this stage is about 3,000.

Total investment for both phases is more than 130 billion VND. The project is invested in the form of socialization, so the entire amount of this investment will be spent by the investor. After implementing the investment stages, the project’s capital will be paid back through the collection of bicycle rental fees. Hanoi city only arranges parking stops and spaces for electric bicycles to operate, without having to spend the budget.
