The Ministry of Finance shall assume the prime responsibility for studying and proposing the amendment and completion of reasonable tax and fee policies in order to help domestic automobile manufacturing and assembly enterprises to raise the domestic value ratio, reduce prices, increase competitiveness with CBU imports, with the policy term of 5-10 years. The policy proposal does not apply to special consumption tax for electric cars and environmentally friendly cars.

The Ministry of Science and Technology shall set up a system of technical regulations and standards in mechanical engineering suitable to protect domestic production and consumers.
