Creating favorable conditions for the healthy development of social networks in Vietnam

On June 17, the Ministry of Information and Communications issued a code of conduct on social networks, applicable to three groups of subjects, including: state agencies, officials, public servants, public employees, and employees in agencies. the state uses social networks; other organizations and individuals using social networks; social network service provider in Vietnam.

This Code is intended to facilitate the healthy development of social networks in Vietnam, ensuring personal freedom, freedom of business, non-discrimination of domestic and foreign service providers, in accordance with the law. with standards, practices and international treaties to which Vietnam is a signatory.

The Code also aims to build ethical standards of behavior, conduct on social networks, educate medicine, create positive habits in the behavior of users on social networks, contribute to building building a safe and healthy network environment in Vietnam.

Accordingly, in addition to having to comply with 4 general rules of conduct: Respect and comply with the law; Healthy; Safety, information security and Responsibility, each group of participants and users of social networks has some other rules that need to be applied.

Specifically, for organizations and individuals, in addition to learning and complying with the terms of use of the social network service provider before registering, participating in social networks, the code also recommends should use full name, personal real name, real name of organization, agency and register with service provider to verify nickname, website address, contact point when joining and using the network society.

Take measures to self-manage and secure social network accounts and quickly notify authorities and service providers when an organization’s or individual’s account is out of control, faked, taking advantage and using it for unhealthy purposes, affecting national security and social order and safety, and affecting the legitimate rights and interests of organizations and individuals.

Along with that, organizations and individuals must share information with official and reliable sources; have acts and behave in accordance with the ethical values, culture and traditions of the Vietnamese people, do not use hateful words, incite violence, discriminate against regions, gender, religion teacher.

Do not post content that violates the law, information that offends honor and dignity, affecting the legitimate rights and interests of other organizations and individuals; use offensive language, violate fine customs and traditions; spreading fake news, false news; advertising, providing illegal services… causing irritation in public opinion, affecting social order and safety.

Encourage the use of social networks to propagate and promote the country – people, good culture of Vietnam, sharing positive information, good examples of good people and good deeds.

At the same time, mobilize family members, friends and people around to participate in education and protect children and minors to use social networks in a safe and healthy way.

Service providers are not allowed to collect personal information without the user’s permission

In addition to implementing the contents of the code of conduct for organizations and individuals, cadres, civil servants, public employees and employees in state agencies must also comply with the internal regulations of the agency or organization. about providing information on social networks.

Cadres, civil servants, public employees and employees in state agencies are also responsible for notifying their governing bodies in order to promptly have directions for handling, reply and settlement when there are contrary opinions and information. information that violates the law related to functions, tasks, powers and management domains.

In addition, the newly issued code of conduct on social networks also provides specific guidelines on the conduct of state agencies and social network service providers.

In particular, social network service providers are required to respect the user’s right to information protection, not to collect personal information and provide information of service users to third parties. three without the consent of the information subject.

Social network service providers must also guide users of social networks, support and protect the legitimate rights and interests of “weak people” in society to use social networks in a safe and healthy manner. to avoid mental exploitation, abuse and violence on social networks; take measures to ensure the safety and healthy development of children and minors on social networks in accordance with Vietnamese law.
