According to XDA-Developers, the reason these machines received the update is also not special, as the rules for 8th Gen Intel or AMD Zen 2 processors are indeed separate, and if they’re not built into the ISO, it’s no surprise that they aren’t built into the OS.

More importantly, you shouldn’t take this as a guarantee to be able to safely install Windows 11 on your unsupported hardware. Microsoft can block these updates when they want to.
