The provision of satellite Internet services should comply with the provisions of Vietnamese law.

At the moment, Starlink does not have an agreement to provide services in Vietnam. Therefore, the Telecommunications Department recommends that people and businesses need to self-assess the risks they may encounter and be cautious before making a decision and making a deposit with this new service.

People should not only trust, rely entirely on advertising information, market survey provided by businesses on the website when registering for the service.

Satellite Internet service is the provision of telecommunications services by foreign enterprises to customers for use in the territory of Vietnam. As a rule, the provision of this service will be governed by specialized laws (Law on Telecommunications) and international commitments (WTO, CPTPP, …).

According to the Telecommunications Department, to be deployed in Vietnam, the Starlink project needs to meet the necessary conditions. Basically, Starlink must have a commercial agreement with a Vietnamese enterprise that has been licensed to provide telecommunication services via satellite.

In addition, Starlink can also establish a joint venture with a Vietnamese enterprise (with a rate of compliance with international commitments, the law on investment) to apply for a license to operate telecommunications services.

If there is a need to provide official services in Vietnam, Starlink must carry out the necessary legal procedures in accordance with the provisions of the international commitments to which Vietnam is a member.
