Errors from Windows 10 continue to exist on Windows 11, hundreds of empty folders are created for nothing

It looks like Windows 11 has inherited an issue from Windows 10. Users are reporting that the operating system creates hundreds to thousands of empty folders in the System32 folder. Like Windows 10, when you check the folder, you may notice empty .tmp folders, some users even report that they have thousands of empty folders in the folder.

The folders are supposed to be created by the Provisioning Package Runtime Processing tool, filename ProvTool.exe, and can be deleted without causing any problems.

The problem has been around since 2019 on Windows 10 and it seems that Microsoft still doesn’t notice it and it continues to exist on Windows 11.
