According to the provisions of Clause 1, Article 19 of the 2014 Law on Citizenship, Vietnamese citizens are granted a citizen ID card for the first time when they are full 14 years old or older. This citizen ID card is only valid for a certain period of time and people have to change a new ID card.

Article 21 of the Law on Citizenship Identity 2014 stipulates that the age at which a citizen’s identity card can be exchanged is as follows:

1. The citizen identification card must be changed when the citizen is full 25 years old, full 40 years old and full 60 years old.

2. In case a citizen ID card is issued, changed or re-issued within 2 years before the age specified in Clause 1 of this Article, it will still be valid until the next age of card change.

So:

The chip CCCD issued from the age of 14 to before the age of 23 will expire at the age of 25.

Chip-mounted CCCDs issued from the age of 23 to before the age of 38 will expire at the age of 40.

The chip CCCD issued from the age of 38 to before the age of 58 will expire at the age of 60.

In the 2 years before reaching the age of 25, 40 and 60 years old, if people go to work for a CCCD card with a new chip, this card will be valid until the next age of card change.

Using CCCD with expired chip is fined

According to regulations, using expired CCCD is considered as one of the acts of not complying with the provisions of law on changing the citizen’s identity card. Therefore, people can be administratively fined according to the provisions of Clause 1, Article 10 of Decree 144/2021/ND-CP, specifically:

1. A warning or a fine of between VND 300,000 and 500,000 shall be imposed for one of the following acts:

b) Failing to comply with the provisions of law on issuance, exchange and re-issue of citizen identification cards;

Accordingly, when using CCCD with expired chip, people can be warned or fined from 300,000 to 500,000 VND.

Cases of CCCD with barcode, CCCD with chip is valid indefinitely

According to Article 21 of the 2014 CCCD Law, a CCCD card with a chip has an expiry date of up to the following age milestones: full 25 years old; full 40 years old and full 60 years old.

However, if in case that citizen is full 60 years old, by the time of issuance of the card, the validity of the card is for life, i.e. it is used until the person’s death without having to carry out procedures to change the card. card at any time, unless the card is lost, or damaged…

Clause 2, Article 21 of the Law on Citizens Identity stipulates:

If a CCCD card is issued, changed or re-issued within 2 years before the age specified in Clause 1 of this Article, it will still be valid until the next card change age.

That means, those who go to work for CCCD with chips when they reach the age of 58 can also use the card until they die, without having to change the card at the age of 60.

In particular, people over 60 years old who are using barcode CCCD can continue to use it until their death, without having to change to a new CCCD chip.
