The European Union (EU) is currently considering a proposal to draft a law governing AI, but this is a time-consuming process. In the immediate future, regulators in some EU member states are applying the General Data Protection Regulation (GDPR), which was issued in 2018, to handle issues related to ChatGPT.

However, analysts point to some challenges in developing a true rival to ChatGPT in China, such as the lack of experienced people, technological expertise and the move to restrict chip exports.
