People’s electronic identity accounts include username (which is the citizen’s personal identification number) and password (sent via SMS to each individual). In order to ensure accuracy and cannot be faked, this account is authenticated by the Ministry of Public Security through the national population database system.

Currently, the identification and authentication of individuals when performing transactions in real life is mainly based on a number of prescribed personal papers such as identity cards, citizen identification cards, and passports.

However, the current electronic settlement of administrative procedures does not have a mechanism to identify and authenticate user information to ensure accuracy, uniformity, and verification. This directly affects the efficiency of providing and using online public administrative services.

According to the Ministry of Public Security, an electronic identity account can be understood as an “electronic document wallet” and is a method of managing citizen identification information (CCCD) and all identification documents in the online environment. . The purpose is to perform public services without having to re-verify the person’s personal information.

Accordingly, different from the physical CCCD card, the electronic identity account will be authenticated in the electronic environment. This account will help people do administrative procedures on the electronic environment guaranteed by the Ministry of Public Security, especially online public services.

Citizens can sit at home to perform many public services (integrated on the e-identification application) without having to go directly to the headquarters of state agencies. With the use of electronic identity, the system will automatically fill in the user’s information without having to declare information as many times as before. This saves a lot of time and costs for declaration forms, and reduces many procedural steps that need to be resolved.

In addition, people can replace the physical CCCD and the papers that people register and integrate displayed on the national electronic identification application such as driver’s license, vehicle registration, insurance card. medican…

According to Decree 59/2022 (effective from October 20), a level 2 e-ID account has the same value as a CCCD card or a passport in the case of foreigners.
