Huawei’s inclusion in the “Entity List” means that US companies need to obtain a license to export any U.S.-origin technology to Huawei. The U.S. government has issued a temporary general license, and continually renews it, so that U.S. companies can provide Huawei with helping maintain existing products.

However, the general license does not cover the supply of components for newly launched products, such as the Huawei P40 smartphone. So American companies need to apply for a personal license to work with Huawei, but the U.S. Department of Commerce has never issued such a license.

While it’s unclear why the Huawei P40 is still able to use components from U.S. chip makers, Huawei’s spokesman insists it still complies with U.S. Department of Commerce regulations and uses only Using components from global partners.
